{"id":6601,"date":"2025-11-24T08:48:08","date_gmt":"2025-11-24T01:48:08","guid":{"rendered":"https:\/\/ahligizi.id\/blog\/?p=6601"},"modified":"2026-01-12T19:37:01","modified_gmt":"2026-01-12T12:37:01","slug":"upf-di-menu-mbg-perlu-dihapus-atau-cukup-dibatasi","status":"publish","type":"post","link":"https:\/\/ahligizi.id\/blog\/2025\/11\/24\/upf-di-menu-mbg-perlu-dihapus-atau-cukup-dibatasi\/","title":{"rendered":"UPF di Menu MBG: Perlu Dihapus, atau Cukup Dibatasi?"},"content":{"rendered":"\n\n\n<p>Ketika isu Makan Bergizi Gratis (MBG) ramai dibicarakan, muncul satu topik yang tidak kalah panas, yakni <strong>haruskah <em>Ultra Processed Food <\/em>(UPF) dihapus dari menu MBG?<\/strong> Sebagian pihak mendesak penghapusan total makanan olahan seperti nugget, sosis, atau biskuit.<sup>1<\/sup> Namun di sisi lain, pernyataan terbaru Badan Gizi Nasional (BGN) justru menyebut bahwa UPF <strong>tidak sepenuhnya dilarang<\/strong>, hanya harus <strong>mengutamakan produk UMKM lokal<\/strong>.<sup>2<\/sup><\/p>\n\n\n\n<p>Pertanyaannya, kalau memang UPF berisiko, kenapa tidak dilarang saja? Dan apakah semua UPF sama saja bahayanya? Proses ini bertujuan meningkatkan rasa, warna, tekstur, atau umur simpan, sehingga makanan jadi lebih menarik dan tahan lama.<sup>3<\/sup><\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Cara paling mudah mengenali UPF<\/mark> adalah dengan <strong>melihat daftar bahannya<\/strong>. Jika ada satu bahan saja yang tidak umum dipakai memasak di rumah, misalnya <strong><em>maltodekstrin, protein isolate, high-fructose corn syrup, hydrogenated oil<\/em><\/strong>, atau <strong>buah dalam bentuk <em>concentrate<\/em><\/strong>, maka besar kemungkinan produk itu termasuk UPF.<\/p>\n\n\n\n<p>UPF juga sering mengandung <strong>kelas aditif khusus<\/strong> seperti <em>flavour enhancer<\/em>, <em>emulsifier<\/em>, <em>artificial sweetener<\/em>, <em>colouring<\/em>, <em>thickener<\/em>, atau <em>gelling agent<\/em>. Aditif ini biasanya muncul di bagian akhir daftar bahan.<\/p>\n\n\n\n<p>Di sisi lain, perlu dipahami bahwa tidak semua makanan olahan otomatis termasuk UPF. Contohnya:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Susu pasteurisasi<\/strong>.<\/li>\n\n\n\n<li><strong>Roti berbahan tepung, air, garam, ragi<\/strong> adalah makanan olahan sederhana, tetapi menjadi UPF bila mengandung <strong>emulsifier atau pewarna<\/strong>.<\/li>\n\n\n\n<li><strong>Sereal <em>oat plain<\/em><\/strong> adalah <em>minimal processed<\/em>, tetapi berubah menjadi UPF bila diberi <strong>rasa, pewarna, atau pemanis buatan<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>Jadi, fokus utama NOVA adalah <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">tingkat pemrosesan dan jenis bahan yang ditambahkan<\/mark>, bukan sekadar \u201cmakanan sehat atau tidak sehat\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Kenapa UPF Banyak Diperdebatkan?<\/h2>\n\n\n\n<p>UPF menjadi sorotan karena semakin banyak penelitian yang menunjukkan <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">dampak negatifnya bagi kesehatan<\/mark>, terutama jika dikonsumsi <strong>sering dan dalam jumlah besar<\/strong>, bukan dari satu atau dua porsi saja.<\/p>\n\n\n\n<p>Pertama, konsumsi UPF dikaitkan dengan <strong>peningkatan risiko obesitas hingga 26%<\/strong> dan <strong>penyakit kardiovaskular sebesar 35%<\/strong>.<sup>4 <\/sup>Hal tersebut karena produk ini cenderung mengandung <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">tinggi kalori, gula, dan lemak, tetapi rendah zat gizi penting<\/mark>.<sup>7<\/sup><\/p>\n\n\n\n<p>Kedua, pola makan tinggi UPF dapat <strong>mengganggu keseimbangan mikrobiota usus<\/strong> dan memicu <strong>peradangan<\/strong>, yang berkontribusi pada <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">sindrom metabolik dan gangguan metabolisme lainnya<\/mark>.<sup>5<\/sup><\/p>\n\n\n\n<p>Selain itu, dominasi UPF dalam pola makan membuat banyak orang <strong>kekurangan vitamin dan mineral<\/strong>, karena makanan utuh yang kaya gizi tergantikan oleh produk ultra-proses yang nilai gizinya minim.<sup>6<\/sup><\/p>\n\n\n\n<p>Akan tetapi, masalah UPF bukan sekadar soal \u201cmakanan olahan\u201d, melainkan karena <strong>konsumsi berulang<\/strong> yang dapat <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">merusak kualitas diet dan meningkatkan risiko penyakit jangka panjang.<\/mark><\/p>\n\n\n\n<p><strong>Baca Juga: <a href=\"https:\/\/ahligizi.id\/blog\/2021\/02\/17\/ultra-processed-foods-penghancur-diet\/\">ULTRA-PROCESSED FOODS PENGHANCUR DIET ?<\/a><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Bagaimana MBG Memposisikan Produk UPF?<\/h2>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"799\" height=\"429\" src=\"https:\/\/ahligizi.id\/blog\/wp-content\/uploads\/2025\/07\/pedoman-mbg-2025-1.webp\" alt=\"pedoman MBG\" class=\"wp-image-6058\" srcset=\"https:\/\/ahligizi.id\/blog\/wp-content\/uploads\/2025\/07\/pedoman-mbg-2025-1.webp 799w, https:\/\/ahligizi.id\/blog\/wp-content\/uploads\/2025\/07\/pedoman-mbg-2025-1-300x161.webp 300w, https:\/\/ahligizi.id\/blog\/wp-content\/uploads\/2025\/07\/pedoman-mbg-2025-1-768x412.webp 768w, https:\/\/ahligizi.id\/blog\/wp-content\/uploads\/2025\/07\/pedoman-mbg-2025-1-640x344.webp 640w\" sizes=\"auto, (max-width: 799px) 100vw, 799px\" \/><figcaption class=\"wp-element-caption\">Sumber: Kementerian Kesehatan Republik Indonesia. Jakarta: Direktorat Gizi dan Kesehatan Ibu dan Anak, Kementerian Kesehatan RI.<\/figcaption><\/figure>\n\n\n\n<p>Pedoman pelaksanaan MBG memang menegaskan agar <strong>nugget, sosis, tempura, bakso instan, dan makanan olahan lainnya yang diawetkan<\/strong> <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">dihindari atau dibatasi<\/mark>. Arahan ini selaras dengan prinsip konsumsi pangan minim olahan untuk meningkatkan kualitas gizi anak.<\/p>\n\n\n\n<p>Namun ada satu hal menarik, yakni <strong>susu kental manis yang jelas tergolong UPF, tetap tercantum dalam pedoman MBG<\/strong>. Bahkan, diberikan instruksi teknis penyimpanannya secara rinci:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Simpan susu kental manis yang telah dibuka di dalam kulkas dan dalam wadah tertutup.<\/em><\/li>\n<\/ul>\n\n\n\n<p>Pencantuman yang begitu spesifik ini menunjukkan bahwa <strong>pedoman MBG memberi ruang penggunaan UPF tertentu<\/strong>, selama:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>penggunaannya diawasi,<\/li>\n\n\n\n<li>memiliki nilai gizi yang relevan, dan<\/li>\n\n\n\n<li>sesuai dengan kebutuhan program.<\/li>\n<\/ul>\n\n\n\n<p>Dengan kata lain, keberadaan susu kental manis dalam pedoman <strong>menegaskan bahwa UPF di MBG tidak diperlakukan secara hitam-putih<\/strong>. Beberapa contoh produk yang umum digunakan antara lain:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>susu UHT atau susu bubuk fortifikasi<\/li>\n\n\n\n<li>biskuit fortifikasi<\/li>\n\n\n\n<li>roti tawar<\/li>\n\n\n\n<li>tahu\/tempe kemasan yang telah memenuhi standar keamanan pangan<\/li>\n<\/ul>\n\n\n\n<p>Namun, sejumlah pihak juga mengingatkan bahwa produk UPF seperti biskuit dan roti kemasan sebaiknya tidak menjadi pilihan utama dalam intervensi gizi. Dalam konteks MBG, terdapat rekomendasi agar menu lebih banyak <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">mengutamakan pangan lokal sekitar 80%<\/mark>, sehingga porsi realistis untuk produk UPF sebenarnya relatif kecil, kurang lebih 20%. Penggunaan UPF biasanya dipertimbangkan dalam kondisi tertentu, misalnya:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>akses pangan segar sangat terbatas,<sup>6<\/sup><\/li>\n\n\n\n<li>kebutuhan logistik memerlukan pangan yang stabil dan mudah distribusinya,<\/li>\n\n\n\n<li>produk memenuhi standar gizi serta keamanan pangan.<\/li>\n<\/ul>\n\n\n\n<p>Dengan demikian, beberapa UPF dapat tetap muncul dalam implementasi MBG, <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">tetapi sifatnya lebih sebagai <em>penunjang<\/em><\/mark> ketika kondisi daerah menuntutnya, bukan sebagai dasar menu. Fokus utama tetap memastikan pangan yang disediakan bernilai gizi, aman, dan sesuai konteks lokal.<sup>4<\/sup><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Yuk, Bangun Dialog UPF yang Lebih Bijak<\/h2>\n\n\n\n<p>Keputusan penggunaan UPF dalam MBG tidak bisa hanya berdasarkan label kategorinya, tetapi <strong>harus menilai apakah produk tersebut aman, mendukung gizi anak, terjangkau, dan realistis diterapkan di lapangan<\/strong>. Pendekatan ini memberi ruang untuk membatasi jenis UPF yang berisiko tinggi, sambil tetap memanfaatkan produk tertentu yang memang relevan secara gizi dan operasional tanpa menggantikan pangan segar.<\/p>\n\n\n\n<p>Pada akhirnya, diskusi mengenai UPF membuka percakapan yang lebih luas tentang bagaimana memastikan setiap anak Indonesia mendapatkan pangan yang bergizi dan berkelanjutan.
